Internet Server Help (Urgent!)?

OK Here i go. I'm running Windows Server 2003 Enterprise, I am trying to run a Ventrilo Server and a Half-Life Dedicated Server on it. I run them both. Ventrilo says everything is working, The IPs are correct on ventrilo, as displayed, But no one on the internet can seem to connect (not even anyone on LAN, Only the server PC can connect!). This is the same for the Half-Life Dedicated Server. It says "Connection Success", But it still doesn't show up on LAN or Internet. I have no firewall, or antivirus. I tried it on a differant operating system (XP Pro) and it still didn't work. I swapped network cards, and that didn't work, All needed ports are open, On my normal PC (The one i'm on now) i play games on, the servers work fine, i just wanted another PC for making 24/7 servers on. Everything should work fine, But i don't know the problem. I hope you can help. Thank you SO much for reading. @biggieprice Like i said.. Everything was working on my old machine (The one im typing on), It's just not working on my new server machine, Tried reinstalling and everything, But still didn't work.

1. Are you behind a router? If so set up IP address forwarding/port forwarding to the IP of the computer hosting the server.
