Team Fortress 2 Dedicated server high ping?

Hi, I managed to create a dedicated server for Team Fortress 2 using HLDSUpdateTool, And it worked fine. But whenever somebody join his/her ping is always about 990! I searched for how to fix the problem, but no answer. So I thought if somebody here can help me. Please answer me fast, Thanks!

1. What are your network speeds? Their high ping time may be because of low upload speed on your network/ISP service... Also, network configuration (modem, router, switches, etc.) can cause problems if there is any type of mis-configuration. Check your bandwidth at www.speedtest.net from the game server - check the ping time too... If your upload speed is below 1mbps (maybe 512kbps is ok), that could be a cause of your problem. If your upload speed is like 128kbps, I'd forget about running an interactive game server - that's not good enough speed. I assume this is a dedicated game server, with a dedicated line to your router and with a static LAN IP of course...
2. This has to do with your internet connection speed. If you have slow upload it will impact the performance of other players. I'd suggest doing a speedtest, www.speedtest.net, and seeing what your upload speed is. Anything less than a 1Mbps will lag.
