Counter strike: Source: STEAM validation rejected?

I get this message every time I try to connect to a server on CSS. "STEAM validation rejected". I don't understand, everything is legal. I bought this game. I tried to search for solutions and I have found a solution that says "go to your dedicated server folder (where the hlds.exe is) and make a text file with name steam_appid open it and write 10 and then close it" I searched for that file, but I did not find it. Help please?

1. That's odd Go to steam right click Counter strike and try verifying the game files, If that doesn't work all I can suggest is you re-download the game and try again
