How to create dedicated Team Fortress 2 server?

I downloaded tf2 dedicated server from steam Tools but I don't know how to setup server and how to join it (also how can other players join it)! Please can someone explain me?

1. run the server, itll come up with a default settings menu, basically just set the name and port, and any password, and leave the rest set to default for now then when launched the server is running, the ipaddress will be displayed near the top of the screen which is what you type in to join the game directly without seraching for the name if your behind a router/firewall you will need to forward the correct ports to allow people to connect
