How to make Call Of Duty 5 Dedicated Server?

Im trying to make a call of duty 5 dedicated server on my PC. Ive configured everything and the console box pops up and says session creating complete, but nothing happens. Im running windows vista home edition 64 bit. Can anybody please help?
