Private Server Error ''Unable to connect to the game server. Please try again later.''?

This is a Private server that my friend hosts, whom is still struggling to find the answer to this error : ''Unable to connect to the game server. Please try again later.'' He's not sure what he has to do, and it's a MoograMS pack. Help would be FANTASTIC. Thanks so much.

1. maybe it's your firewall maybe it's his/her firewall are you using a router? they sometimes block your entrance or the entrance of someone else to certain ports, and you have to unblock them so that you can do online connection. antiviruses also block online connections sometimes.
