1. the most reliable site for CS:S servers is nuclearfallout. It's not the cheapest, but as far asw quality goes, this is your best bet. I don't think you can get a CS:S server for free, but most of the server hosting site will throw in a free ventrillo server with the purchase of the rental. If you are planning on making it a pub/clan server, most of the more popular servers/clans put up a forum so that people that enjoy the server can come chat it up and if you add a paypal link the regs are more than willing to donate usually. Some clan leaders highly recommend faithful clan members to donate what they can every month to keep the server up and running. Do a google search and really research it if you want, but I would go with the most popular/reliable. Good Luck with you server!
2. Go into steam. Open the tools tab and download the Source Dedicated server. Once its downloaded run it and there u go.
