What does a dedicated server do in Steam?

Well I have Team Fortress 2 and in the tools section in steam it has an option to install "Team Fortress 2 Dedicated Server". What is it and should I download it?

1. A Dedicated Server is the most efficient and the fastest way to setup a server. But the catch is that you can not join the game from the PC that you are hosting the game. All the fast, great number of player hosting servers are dedicated. That's why most of the users prefer to setup don-dedicated server to play with friends. You won't need to install it unless you want to setup your own server.
