There's tons of cheap web hosting companies out there. You should be able to find one for around $5-410 per month. I would stay away from free hosts because they offer limited support, space and bandwidth. Might as well do it correctly right from the start.

Jagex continously searches the net for illegal versions of its game and works with ISPs and webhosting services to shutdown these sites. They will not hesitate to prosecute anyone found violating their trademarks to the full extent of the law for the country that they are in. Would you like it if you created some invention and placed copyrights/trademarks on it and someone else steals that product and claims it as their own, denying you of potential profits.
