Your Server

Does anybody know how to work a dedicated server for counter strike?

The dedicated server thing, i downloaded it from my games in steam and i connected to it and it works for me but it doesn't work for my buddies, can anybody tell me why? And i look in it's console and it tells me that it can't connect to steam servers can anybody tell me why about that too? i want it to be a 24 slot
