Where can i find a china pr russia dedicated server?

i run a forex news website & i need a dedicated mail server to send news letters to my clients. another requirnment is the server to be in China or Russia for Tax Reasons. anyone can help please reply 19 hours ago - 3 days left to answer. i'm not looking for illegal stuff i just want a reliable Server that works for my needs

1. They are very dedicated in both Russia and China, but I think servers are more dedicated in China. It's a cultural thing!
