I keep getting this error in outlook express: There was a problem logging onto your mail server.?

When I open up outlook it asks for my password eventhough it's already entered. Then I receive an error message that says my password was rejected along with this message:There was a problem logging onto your mail server. Your Password was rejected. Account: 'Quo Vadis Wright', Server: 'mail.comcast.net', Protocol: POP3, Server Response: '-ERR box locked [INACTIVE]', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92 What does this mean? I also get this message:An unknown error has occurred. Account: 'Quo Vadis Wright', Server: 'smtp.comcast.net', Protocol: SMTP, Server Response: '450 too frequent connects from computer address, please try again later.', Port: 25, Secure(SSL): No, Server Error: 450, Error Number: 0x800CCC68
