Need help with outlook express?

My Outlook express suddenly stopped working. Actually, it will still receive, but it will no longer send mail. This came out of nowhere. I had sent one message, then tried to send another message two minutes later to the same person. I didn't even close Outlook Express. This error message came up: The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was ''(email address I was trying to send to). Subject '(the subject I used)'. Account: 'pop.charter.net (1)', Server: 'mail.internetnoc.com', Protocol: SMTP, Server Response: '550 relay not permitted', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79 This does this to any message I send, no matter to who I send it to (I have tried 15 different people I know who have valid email addresses). How can I get OE to start sending again I have rebooted computer and have reset modem

1. I had this happen to me a few months ago. I had an IT guy come out and he fixed it in about 1 minute. It's gotta be something simple
