Need legit cdkey to host CS:S dedicated server?

Do I need a legit/orignal cdkey to host a "Counter-Strike:Source Dedicated Server"? (Meaning do I have to buy the game to host a DEDICATED server?) I thought all I need to put up a CS:Source dedicated server is "SRCDS" and HLDSUPDATETOOL.
