How do I access my dedicated server if I rent one?

I've never rented a dedicated server before and this is my first time. Does it work by remote desktop connection? or something different? I want to buy a cheap one and someone recommened be this one" https://prontohost.net/order/cart.php?a=add&pid=45 , is that a good price for a temporary/decent server?

3. If you are getting a windows dedicated server, then you will be using Remote Desktop. If it is a linux server, then you will connect using SSH or you can request a control panel to manage the server.
